Yup there would be no logic in that "true fans" strategy.
VIZ is a business. They do it for the money. And money is right now spelled N-A-R-U-T-O or B-L-E-A-C-H.
GUNNM is for them obviously one of those "Ah what the hell, lets print it when we have the rights already..."
so what ? fan-lations are up in multiple languages by now, its not even a technical matter, retail volume can be sold in few weeks, anytime whenever they want.

As for the legal matters...
I am guessing (absolutely NO valid info to back this up, just guesses and logic) is that they probably have it stated somewhere in their copyright contract that they will print and sell the US version by a certain period of time after the Japanese version is out.
A clause like that would be only logical. Otherwise, VIZ could sit on their rights for years waiting for the absolutely cheapest printing prices and the biggest printing volume to further reduce the "per copy" price.
Meanwhile, Kishiro ans co. would get $0.00 in royalties waiting for the manga to be sold.
Wait long enough and you may not have to pay at all - artist might die of starvation. Or more likely, an inflation will come around and you can save hundreds of thousands or even millions in printing costs and copy rights.
So, a clause like that should probably be there. Just so as to set the longest allowed deadline that they have to get it printed and in the shops by.
Also, there is probably some shortest allowed deadline set as well - so as to avoid the "unfair competition".
You know... so VIZ would not get the Japanese version of manga BEFORE the volumes in Japan come out (the way scanlators do it - from the magazines) and have it printed before the Japanese version is out and drown its selling potential.
Or let us even say that there is some clause in the contract that will force VIZ to wait for the NEXT Japanese volume to come out before they can print theirs.
Not very logical, but I am trying to find SOME reason other than greed and playing it safe for the prints outside of Japan to wait for that entire year Kishiro took to do GUNNM Gaiden to pass.
But... it is one thing abide the contracts and all, while it is another thing entirely to be a lazy ass offspring of female dogs and slate it back till the end of the year.

They probably all have the same blanket contract - but VIZ chooses to delay the prints 'till the end of the year - because it is not that important to them.
And that kinda pisses me off.
I read the manga when the good people running this site translate and put it up, and I still preorder it on Amazon couple of months before it comes out.
