The only "memories" from Alita/Gally that they have are the battle data (techniques, tactics, strategies, enemies, weapon experience...) the GIB gathered while they monitered Alita, as she accomplished her missions as a TUNED agent for 10 years. And since the AR androids are all independant from one another, they each developed their own individual personalities.
Actualy i disagree here on one little term. The brain chips don't just give them human-level intelligence. It makes them sentient. Big difference.
Also i think that the Tuneds are not completely independent from Gally, though still individual personalities in their ways.
The brain chips emulate a real human's brain in how it works, the difference to a simple mini-super computer is that they do it with all the negative effects. Owners of a brain chip can be stupid or genious, clever or clueless, rational or spontanous. Hence why the owner of a brain chip can go insane. They are perfect mechanical replicas of the human brain.
More specific of the human's brain they are meant to replace.
Hence why the current Gally is exactly like the real, down to all her weaknesses.
This actualy brings an interesting question. Do the Tuneds have brain chips based on Gally's brain. If yes, than it means the Tuneds think the way Gally does, since their "neuron connection" is exactly the same. Which would explain why the surviving ones have bits and pieces of Gally's behaviour.
However you are right in that the synthetic brains make them androids.
Still the question remains what exactly did they got from Gally?
The most likely idea is what you said. GIB just made first person recordings of Gally's experinces, that means her thoughts and what her senses experinced. Does anyone know that James Cameron movie "Strange Days"? If yes then i think like that.
However the possebility still exist that GIB gave them a backup copy of Gally's accesible memories. Which means they can't have the Mars data, but anything else since Ido found her.
Either way, the way i see them both (counting Elf and Zwoelf as two individuals with the same personality) they seem to be based on parts of Gally's past.
Sechs is pretty much Gally from the time before she met Figure Four. She only lifes for battle, she needs stronger opponents and more carnage to give her life meaning. Remember that mad smile Gally had when she was cutting down ScrewOnhead soldiers? Don't tell me it doesn't remind you to the way Sechs loves to smile madly?
Heck even Sechs problematic self proclaimed stupidity is actualy something she got from Gally. Gally herself is not overly "smart". She is clever, intelligent, resourcesfull, etc. but there are enough examples of Gally being clueless and dumb. These two things don't cancel each other out.
Elf and Zwoelf meanwhile seem to be heavily inspired by Gally's more happy go lucky times. Their love for show remind to Gally's time in the motorball and their love for music and singing the time when Gally was singing in the Kansas Club.
This of course doesn't make them copies like the current Gally who is pretty much a complete clone of the Brain Gally. They are more like alternate version of Gally. Same brain but born under other circumstances and with different ways of looking at the same memories.
I think spiritual sisters or daughters would be the better term.
It's up to this arc to show if any of the other Tuneds show personality bits of Gally aswell, or if i just made a giant speculation.
PS: I wonder if they also have that phobia of Evil Eye Butterflies?
