Weird,in both IE and Mozilla Firefox the "Love Hina Advance" game downloads perfectly
Try emptying your browsers cache or hit the refresh button on the page.
Be sure you are downloading from this page:
http://www.rippersanime.com/index.php?page=Games
Be sure you have a cookies enabled browser, or dont have any program/firewall/privacy program running that may modify headers or delete cookies on the fly.
If all fails please tell me wat browser, firewall, antivirus software you are using.
