I guess I'm having too much free time, but I think this manga deserves to be translated into other languages, Russian in my case. The question is if it is okay for me to use the scans provided by this resource? Of course it will be mentioned in credits.

Of course, you can do that
Will you start from volume 1 or from the LO volumes?

If you use the raw scans then you just credit the scanner.
If you use our translation then credit us + scanner

But i encourage a russian scanlation!

I plan to start translating the Last Order series, because the original Battle Angel russian translation already exists, I have a few volumes of it (to be precise, the first four volumes are translated completely, the fifth volume has the first chapter translated, but the translation is now frozen).

Speaking of the russian Last Order, I found a mention on some guys who were supposed to have translated the first two or three volumes, but neither their site nor their scanlations weren't accessible.
