Well it's actually an old text (2000) where the author wishes to inform Aqua Knight's readers that the series will be temporarily on hold because of a new Series he's about to begin, Gunnm Last Order, which (as you all know) will be the sequel of Gunnm.
He then explains how Gunnm ended in March 1995 after a fatal shock to his body and mind due to a certain "event" in 1994. He does not wish to describe what happened to him, but he says the damage were so important he was incapable of pursuing the series.
He had to take the difficult decision to quickly end the series, despite the "spatial episode" he had elaborated for Gally where she would travel across Tiphares & Ketheres (Zalem & Jeru in French) then go into space.
Though in Fall 1995 he started working on the scenario of a Role Playing video game. The game would finally been released in 1998 under the name Gunnm-Kasei no kioku on PlayStation, and would contain several scenario elements Kishiro had planned for Gally. He says it was a real deception for him however because of the problems the developers encountered while developing the game and the late release.
Meanwhile, he worked on the illustrations for the Gunnm novel and on 3 related stories.
The publication of Gunnm gôka-bon began at the end of 1998. It was accompanied by a DVD, as a promise to Mr. Tomita (the redactor in chief of Ultrajump). The publication of this "Deluxe" edition led him in 1999 to the decision to draw the "spatial episode" he couln't draw at the time. He says the psychological injury from 5 years sooner was now healed, and the last obstacle in his way was the necessity to rewrite the end of the original Gunnm story. However since the Deluxe edition featured some secondary episodes in a chronological order, he thought it would be a good starting point for the sequel. This would be his last chance to write the spatial episode he had in is mind for so long.
So he decided to stop the Aqua Knight series for a while and start the new Gunnm Last Order series. "Last Order" is the code name Gally received in the Gunnm – Kasei no kioku video game. His initial will was to stick to the scenario of the game, but he says he has so many new characters, ideas and themes in his head he can't even think about de conclusion of the story. That's why he's sure the people who played the video game will also enjoy the new series a lot.
Some readers were concerned about the fact that Kishiro might not be able to create a series as good as Gunnm, for which he was about to dump the end. He says he doesn't know, but he has to try. 5 years has passed since the end of the original series, and time have changed. The readers, the author's environnement, his drawings, his finalization (?) techniques have matured as well. He thinks GLO will have a quite different flavour than the first Gunnm, and he has no idea what will result from that.
He wants to draw a few specific things while he's still alive, so he's going to accept the challenge. He's asking for everyone, if they wish, to support him.

Note: This was actually an expanded summary, not an exact translation. But I think you get the idea
