I don't get it. They simply didn't kill the two becose they didn't find them. Than the new group Papagei arrives and saves them. I don't see the cover-up?

Like he said, it's a cover up. ninon recognized the papagai troups attaquing in the previous chapter, the winde troups were never involved. So the two were spared and used for image with the press.
explains the same uniform exept the red cross, and the disposal of the corpses to remove evidence. That or the winde troups pretended to be papagai troups

Another option could be that the attack was made by the papagei troups to make sure at least Yoko wouldn't fall in the hands of those mercenaries at all costs. The mercenaries were send deliberately to the wrong place giving the soldiers enough time to spirit Yoko alway and leave no trace where she could be. There were only two survivors (and the doctor, who was conveniently out of town). Could the doctor be more than he is pretending?

I think Ninon went crazy. Yoko and Erika are witness. The best propaganda is a dead girl riddled of bullets. Witness are bad

The attack was too indiscriminate and caused too much collateral damage given that the only visible resistance was 2 old soldiers. It was plain and simple just wipe out the town. Otherwise why not send in a special forces team and just grab Yoko at the orphanage or have agents in disguise infiltrate the town and do the same? At this point only certain people know who Yoko is and given that there's a war on, 1 missing kid will get lost in the larger scheme of things. As for the mercs/bounty hunters, there's only 3 of them, so the easiest way to get rid of them is to have them assassinated and have it look like something else, unless their employer is someone not to mess with.

I do find it convenient that the 2 were released to the doctor and not taken into custody. Or they didn't want to deal with babysitting 2 young kids.
