Well... to understand that completely, one would need to read Erich Fromm's "The Heart of Man, its genius for good and evil" that Gally borrows from the sonic finger guy and reads.
Reading that she realizes that it is him.
Or more likely (as can be gleaned from the conversation of the Gally's posse), she guesses that it MIGHT be him and sends him a message that the real sonic finger killer would respond to.

It is not that simple!!
There is a context, and denzacar's explanation made me curious.
I am not stupid to read everything people recommend, but I do accept suggestion when someone is intelligent enough to give precise information.
And, yes: Gunnm is my favorite manga.
