I must say, I'm very conflicted about this page.
Usually, the moment they use quantified values for "power" in a shonen mangais the moment the story jumps the shark. I hope this page is just an eye candy/hommage and doesn't actually reflect what the story is gonna be. Gunnm does NOT need power levels. Ever.

Why are some people that much afraid of power levels? Is it only because Toriyama once fucked it up by starting at power levels of 300 and ended up at 10 million? Well ok, that wasn't fun anymore, but who says, that this happens everytime?
You have power, you can measure this power: in newton, in tons per mm² or whatever. Why shouldn't the GUNNM universe have the possibility to measure ones power? 9000, so what? Its not 9000 anything, I bet Kishiro thought well about a unit. And even if Alita maybe one day has 12.000 x, she will never have 10 mill. (at least i hope so).

Ah, I'm not afraid of it at all. I believe those gauges will play no part in the overall story whatsoever, and he just did it as part of the page spread. Like when Gally was looking at the dog that went into space. It was one page, and then we never saw it again. Also, my main complaint about powerlevel is that it makes battles far too predictible, with horrible dialogue and people screaming at numbers instead of techniques. That's just poor and lazy writting.
