I'm pretty sure they are, however, nobody seems to know how long it is going to take them to finish it:> They are doing it voluntarily and without payment so we shouldn't complain too much about having to wait:>

The last post to that private translation subforum was on Sat May 06, 2006 11:45 am, so my guess is that they are still scanlating this.
