It's never funny. I meant funny as in odd, so this was a poor choice of words. Unfortunately people have come up with other ways to commit the act beyond the above-mentioned classical sense.
However according to this: (http://en.wikipedia.org/wiki/Rape) the definition may vary by jurisdiction and specifically cites how Brazil defines the act, limiting it to non-consensual vaginal sex.
To assert that rape is never and can never be funny is childish like plugging one's ears with one's fingers and going "la la la la la not listening". Anything can be funny in the right context.
In HFV volume 2 (VIZ), page 162, the panel with a newspaper with Hugo's face is written in hebrew. Can anyone read it?

Does such a language still exist, in The Scrapyard, when the story takes place? Difficult. As far as I have noticed, English is the only language in The Scrapyard. That said, either the newspaper in Hebrew is a great editing mistake or it is a sort of cyphered message.
I think mooov's question is asking if the letters in K.A.O.S. actually stand for something besides Kaos' name. In this case there's no deeper meaning besides the homage that Sergio points out.

They all are REALLY different. Although I've never been to any of the Asian countries, I can easily tell Japanese from Chinese - they differ much, really. Even in the South Park it's depicted perfectly.
What about Russians vs Swedes (as well as all other Europeans) - they differ a lot, because we're even of different sub-races.
What about Ukraine - nowadays most of them are ethnically Russians (because it was our a region for several centuries), but, in fact, Russians have historically derived from them - Kiev, which is currently a Ukrain's capital city, was a Russian capital in 7th century A.D.
What about languages - they're very similar also - we understand each other easily. Also, Russian is the second national language in Ukraine, which, of course, everyone knows there.
By the way, we have giant borders with China (we even have land borders with Japan - after the WW2 we've taken the Kuril grid of small islands near Japan, one of which is divided in half). Moreover, bigger part of the country's territory is in Asia.
Thus, even here, in St.Petersburg, you can easily meet someone in a street (especially in any university), who looks completely Chinese, but has an ordinary (or even typical) name, speaks without any accent or anything like it, and says that his family has lived here for many generations.

The main gripe I have with the series is that yukitos drawing has deteriorated so badly. I loved it up until the first few volumes of Last Order now it's become something I don't like anymore.
I understand that an artist should evolve over time but IMO yukito is going backwards.

That is problematic. Many will say that he has improved considerably.
As to the script, I would say that his narrative is even better, especially when referring to GLO 07 and 13.

japanese are way paler than chinese, + since they kept isolated for that long, they have a lot of physical defficiencies (such as jeopardized teeths, pelvis making horrible asses for the girls, and other stuff)
and chinese is actually a whole lot of people and sub-ethnics, but let's just they are way yellower than japanese, who are almost white

I don't think that the fact these machines have boobs is in any way incongruous.
they are serving the MIB which is the medical inspection bureau, the role of which was to take care of the inhabitants of tiphares like a mother. (remember Melchizedek was first pictured as an old woman in HFV)
As I see it, its role in the city is threefold
-1 it takes care of the health of Tiphareans, assuming the role of a nurse or a moththerly role, it also ensures the success of their growth (remember the brainchips were actually introduced as a means to decrease stress and lead a more balanced life)
-2 it also prevents them from learning what isn't good for them, like the the fact that they have a brainchip, and therefore prevents them from experiencing the breakdown/collapse due to its discovery, as well as spreading rebellion(which may be seen as an illness within the community)
One of the other roles of the MIB is to manage the genetic pool of tiphares and beget new inhabitants with the genetic material imported from the scrapyard(remember the body parts from battle angel alita vol 3?) and mixing it to obtain new individuals.
Having a motherly role, it is only natural for these devices to have a reassuring design inspired by womanhood as they embody some of its chief principles, that is procreation, taking care of the young, etc...
Moreover there may be other practical reasons, such as using these protruding breast like things for balance of the robot, or as tanks for fuel/ medecine, or may be where the machine's hardware/internal system is located,or simply as an aestetic reminder of the motherly role of the MIB.
